Not necessarily true. Generally speaking, it’s considered the 0 to 9 period of time - note the thesaurus entries here.
Do you count your twenties as being from when you turned 21 up to the last day of your 30th year?
Also, a decade only technically refers to a “period of ten years.” So, there’s that.
